What is a Comprehensive Community Plan (CCP)?
A Comprehensive Community Plan (CCP) is a long-term plan that guides community decision-making.
  • Comprehensive: It looks at all areas of community service and development.
  • Community: It is built by the community, for the community—everyone has a role in shaping it.
  • Plan: It provides clear direction for leadership, based on what members say is important for the future.
Why develop a CCP now?
The CCP is the Nation’s highest-level planning document. It sets a long-term vision—looking 5 to 25 years ahead—and provides the foundation for how the Nation grows, develops, and supports its people. All other plans, strategies, and decisions are guided by the CCP.

Why this matters
Because the CCP sits at the top of the Nation’s planning system, it helps ensure:
  • Decisions are focused on shared goals, even as leadership changes
  • Consistency and coordination across all areas of planning
  • Community members can see how their input directly shapes the future
